Wheeling is the transport of electricity from a generation point to a consumption point across another party's network, with agreed use-of-system (UoS) charges.

    Key documents typically include:
  • Connection Agreement with the network operator
  • Wheeling / UoS agreement setting tariffs and technical limits
  • NERSA registration or licence for the generator
  • Bilateral PPA between generator and offtaker

From 2025–2026, virtual wheeling and competitive market participation have expanded the options for C&I and mining offtakers who cannot host generation on-site. The UoS framework is still standardising — reform-watch applies.
